Cluster information:
Kubernetes version: 1.28.0
containerd version: 1.7.11
Host OS: Ubuntu 22.04.3 LTS
only one master node cluster.
off swap
kubeadm Initialization successful, but seem kube-system containers restart many times.
then kubectl command not work as below：
The connection to the server X.X.X.X:6443 was refused - did you specify the right host or port?
