When that was written we thought it was important to give ourselves the option. Since then we have accepted that doing so would be terrible and, barring some massively unforeseen circumstances, have committed not to remove GA APIs or to even change them in incompatible ways (though this is much harder to ensure).
Also, some of our functionality depends on things like container runtimes, which have their own principles on compatibility, and which Kubernetes does not directly manage.
